CAP/CIPA
INTERNATIONAL CERTIFICATION OF
ACCOUNTANTS AND AUDITORS IN UKRAINE
The name of the program (CIPA) represents an abbreviation of the English name of the CIPA (Certified International Professional Accountant) certificate. The certificate holders acquire they right to add the certificate name to their signature, which corresponds to the international practice.
The International Council of Certified Accountants and Auditors founded the CIPA program in 2001 with the support of the US Agency for International Development (USAID).
A certified international professional accountant (CIPA) is the only Russian-language training program, organization of examinations and certification of professional accountants.
The CIPA program content is
built on the basis of the Model Curriculum developed by the
Intergovernmental Working Group of Experts in international bookkeeping
and accounting standards with the UN Conference on Trade and
Development (UNCTAD/ISAR).
The candidates, who fulfill the qualifying
requirements of the Eurasian Council of Certified Accountants and
Auditors, are delivered the certificates of two levels:
1. CAP (Certified Accounting Practitioner).
A CAP is acquainted with all spheres of accounting, is able to keep the accounting system of an enterprise and draw up the main types of reports, including the tax returns.
2. CIPA (Certified International Professional Accountant).
A CIPA can analyze accounting information and apply professional judgment to the financial management issues.

Severe, independent, and uniform examinations are the central component of the qualifying requirements.
The CIPA program is winning increased recognition from the parties concerned:
1. Professional accounting and
auditing organizations. The Eurasian Council and professional
member-organizations adopted the CIPA program as a program for
confirmation of the skills of their staffers.
2. The employers use the CAP / CIPA certificates
and examination results to determine the skill level when recruiting
accountants and other financial employees and their upgrading.
3. The public authorities in many member countries
recognize the CAP / CIPA certificates (or the examination results to
issue certificates (licenses) to the auditors.
